Best Practices Subcommittee

The NRSC Best Practices Subcommittee develops and maintains voluntary, industry-consensus, expert Best Practices that, if implemented, may be effective in preventing service outages in public communications networks, or may ameliorate their impact should they occur.

Cause Code Consistency Task Force (Sunset)

This Task Force was formed in December 2015 to provide recommendations to the industry on the general application of the Federal Communications Commission’s (FCC) Network Outage Reporting System (NORS) cause codes for outage reporting. The NRSC is developing a common and consistent understanding of root and direct causes of outage events to provide education to reporting companies.

DS3 Non-Simplex Task Force (Sunset)

In 2015, the NRSC investigated an increase in network outage reports during the timeframe of May through July 2015. After learning a significant portion of those reports cited “1350 DS3 Non-Simplex” as the reason reportable, the NRSC formed the DS3 Non-Simplex Task Force in March 2016 to investigate the causals for these reports.

Emergency Preparedness and Response Checklist Task Force

This Task Force was formed in December 2016 to update the NRSC Hurricane Checklist, ATIS-0100019, to reflect the current realities of Hurricane response. The Task Force is also considering the possibility of expanding the checklist to other disasters.

IP Reliability Subcommittee

The NRSC IP Reliability Subcommittee was formed to identify outage reporting metrics/methodologies that can be used to consistently detect voice outages by all service providers with networks in various stages of PSTN transition. The Subcommittee will also evalutate how to measure network availability in an All-IP environment.

Non-Affiliated Entity Task Force (Sunset)

This Task Force was formed in December 2015 to identify and recommend a calculation that can be used by “non-affiliated entities” to uniformly and accurately report the number of potentially affected end users in compliance with the FCC’s Part 4 outage reporting rules.

Outage Reporting Advisory Subcommittee

This Subcommittee reviews and provides recommendations to the FCC with the objective of aligning the Network Outage Reporting System (NORS) and Disaster Information Reporting System (DIRS) User Manuals, and other associated documentation, with the functional systems.
