TOPS COUNCIL

What is the TOPS Council?

Composed of senior-level technology experts, the TOPS Council is a leading "knowledge trust" providing collaborative insight into both how to meet the industry’s top challenges and influence the future of the ICT industry. It identifies the industry's most pressing technical and operational challenges and coordinates business-focused, industry-wide solutions. Participation is open to all ATIS members.

Once priorities are identified, the Council surveys the current industry landscape to identify leadership opportunities, and then develops work plans with milestones to fast-track solutions focused on interoperability and end-to-end implementation. Whether it takes place in an ATIS Committee or another organization, the TOPS Council ensures the initiative is designed to address the business imperatives of ATIS members—and the larger ICT industry.

Calling Party Anti-Spoofing

In April 2016, the CPAS Landscape Team published the Calling Party Spoofing Mechanisms and Mitigation Techniques white paper.  The document informs policymakers and others about the challenges posed by Caller ID spoofing and related robocalling and provides a comprehensive overview of the industry work being conducted to address this challenge.  This analysis concludes that a layered approach, similar to that used in cybersecurity efforts, provides the flexibility to respond to these evolving threats, and that mandating a single "solution" to Caller ID spoofing would be counterproductive. A wide range of mitigation techniques is proposed as the white paper specifically states that with a single mandated solution fraudulent callers would simply find other ways to exploit existing or future infrastructure.

This approach to Caller ID spoofing addresses the multi-faceted problem from all critical angles, calling on the expertise of multiple working groups and committees.  ATIS' Next Generation Interconnection Interoperability Forum, its Packet Technologies and Systems Committee and the ATIS-SIP Forum Joint Task Force are all involved in this work. The CPAS Landscape Team is currently in abeyance, while potential next steps are determined.
