- Title: Streamline INC forms for the newly combined NANPA and PA contracts and NANP administration system (NAS)
- Statement: With the newly combined NANPA and PA contracts, NANPA suggests consolidating and updating existing TBCOCAG forms to streamline the process of requesting thousands-blocks and CO codes, which would be part of the newly developed NANP administration system (NAS).
- Resolution: INC agreed to update the Forms & Appendices for ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, as proposed in the following contributions: INC-2021-00003R001, -00004R001, -00005R001, -00006R001, -00007R001, -00008R001, -00009R001, -00010R001, -00011R001, and INC-2021-00012R001. These changes that impact the new NAS and the NPAC SMS will require coordination between the two systems. - Statement: NANPA suggests modifications to the 9YY NXX Code Assignment Guidelines Forms for consistency in format with other INC resource forms for the combined NAS system.

- Title: Errors due to Override NPAC Validation field functionality
- Statement: Population of the Override NPAC Validation field in the Pooling Administration System is allowing pool block requests to be sent to the NPAC SMS that do not contain the necessary data to process the order. These requests cannot be processed due to the missing/incorrect information and therefore result in an error. Since the request cannot be processed by the NPAC, the Pool Block is not created. This can result in call routing/completion and/or porting issues.

- Title: Update language to the TBCOCAG regarding the cancellation of CO Code and Thousands-Block Disconnects for the new combined NAS
- Statement: With the new combined NAS, some enhancements are being implemented for users who wish to withdraw and cancel Thousands-Block and CO Code Disconnect requests. With this change, NANPA is suggesting updates to the language in ATIS-0300119 Thousands-Block (NPA-NXX-X) and Central Office Code (NPA-NXX) Administration Guidelines Sections 11.1.8 (Thousands-Blocks), 11.2.14 (Pooled CO Codes), and 11.3.12 (Non-Pooled CO Codes) to incorporate changes in the new combined NAS. In addition, we recommend updating the language and formatting in Section 11.1.8 (Thousands-Blocks) to be in alignment with 11.2.14 (Pooled CO Codes), and 11.3.12 (Non-Pooled CO Codes) for consistency.

- Title: Add language to TBCOCAG Section 5.3.3 c) indicating that an Appendix 2 Thousands-Block Months to Exhaust Certification Worksheet – TN Level shall not be required for an Initial Dedicated Customer Request
- Statement: For the new combined NAS, NANPA suggests updating ATIS-0300119 Thousands-Block (NPA-NXX-X) and Central Office Code (NPA-NXX) Administration Guidelines Section 5.3.3 to state that an Appendix 2 Thousands-Block Months to Exhaust Certification Worksheet TN Level shall not be required for an Initial Dedicated Customer request since the entire NPA-NXX is assigned to a single customer and a customer letter is required and an Appendix 1 CO Code Months to Exhaust Certification Worksheet TN Level is not required for an Initial Non-Pooled CO Code.

- Statement: At INC 177 while reviewing an issue related to Section 13 Intra Service Provider (ISP) Block Porting of the TBCOCAG it was noticed that the updates made in Issue 913: Errors due to Override NPAC Validation field functionality were not updated in this section. In addition, other information regarding Part 1B processing in the NPAC is missing. This Issue will be implemented with the new CNAS.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2022-00037R001. This will be placed in Initial Pending until CNAS is implemented.

- Title: Additional Updates to the TBCOCAG forms for the new combined NAS
- Statement: Additional updates to the TBCOCAG forms are being suggested by NANPA based on inconsistencies discovered while building the new combined NAS. NANPAs proposed consistency updates include: Placing all checkboxes to the left of the text Using E-mail vs Email In addition, NANPA suggests the following changes to forms: Part 1 Remove Rate Center w/MTE (system will determine if MTE is needed) Add Update BIRRDS/LERG Yes/No checkboxes for Dedicated Customer and ISP Thousands-Block Port requests Remove Yes/No checkboxes next to Modification and Disconnect (identified at top of the form) Part 1B Remove SOA from NPAC SOA SPID The forms associated with this issue would replace the forms in Issue 897.

- Statement: NANPA has identified additional updates to the ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines Part 1 and Part 3 forms for the combined NAS. The suggested changes are to align the forms with other INC Guidelines and to remove fields that do not apply.
- Resolution: INC agreed to update ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines, Part 1 form for the combined NAS, with the updates reflected in INC-2023-00060R001. No additional changes were made to the Part 3 form. These changes will be in addition to the changes to the Part 1 and Part 3 forms associated with Issue 905, reflected in INC-2021-0044R001 and INC-2021-0045R001. NANPA made updates to the Part 3 form to align with other INC Guidelines.

The change to the Part 1 Form will be in addition to the changes in INC-2021-0041R000 (Issue 904). NANPA made updates to the Part 3 form to align with other INC Guidelines; this change will be in addition to the changes in INC-2021-0042R000 (Issue 904). This issue will be placed in Initial Pending until the implementation of the combined NAS system.

- Statement: NANPA has identified additional updates to the ATIS-0300055, NPA Allocation Plan and Assignment Guidelines forms for the combined NAS. Since the NPA forms will be part of NAS NANPA suggests removing the statement directing the applicant to email the form on the Part 1 form. NANPA also updated the Part 3 form to align with other INC Guideline forms.
- Resolution: INC agreed to update ATIS-0300055, NPA Allocation Plan and Assignment Guidelines, Part 1 and Part 3 forms with the updates reflected in INC-2023-00066R000 and INC-2023-00067R000. These changes will be in addition to the Issue 902 changes in INC-2021-00029R001 and INC-2021-00030R001. This Issue will be placed in Initial Pending until the implementation of the combined NAS system.

- Title: Additional updates to ATIS-0300119 Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Part 3 and Part 5 forms for the combined NAS
- Statement: NPAC requested the removal of SOA from the ATIS-0300119 Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Part 1B and Part 5. INC Issue 940, Additional Updates to the TBCOCAG forms for the new combined NAS made the update to the Part 1B, however, the update was not made to the Part 5. To align all forms, SOA should also be removed from the Part 3 form. Therefore, NANPA suggests removing SOA from the Part 3 and Part 5.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG), with the updates reflected in INC-2023-00069R000 and INC-2023-00070R000. These changes are made in addition to Issue 897 contributions INC-2021-00007R001 (Part 1), INC-2021-00008R001 (Part 1B), and INC-2021-00009R001 (Part 3). - Title: Update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines to include a notification to NANPA when an OCN no longer has an AOCN (CIGRR Issue C301)
- Statement: In an effort to improve numbering resource conservation, NANPA begins reclamation procedures when it becomes aware that a service provider may have gone out of business It may be useful for NANPA to be notified when an OCN in BIRRDS has its AOCN removed (records transferred to EMB1) Providing NANPA with notification (either via email at the time of the transfer or via a monthly report) may be beneficial to NANPA in its activities related to resource reclamation. This item has been accepted as an Issue during the July 2023 meeting as Issue C301.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines with the changes reflected in INC-2024-00114R001 to direct NANPA to follow the abandoned resource process when notified that a Service Provider might be going out of business. - Statement: In order to be 508 compliant NANPA has updated the way Thousands-Blocks associated with a CO Code pending PSTN activation are shown on reports. The Thousands-Blocks shall no longer be indicated via red text. Instead, a new Available Pending (AP) column has been added to the Thousands-Block Available Report when will indicate when a Thousands-Block is associated with a CO Code where PSTN activation is pending and thus is in Available Pending (AP) status.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Part 1 form with the changes reflected in INC-2023-00097R000. INC updated the text associated with the checkbox acknowledging the acceptance of a Thousands-Block from a CO Code pending activation in the PSTN. This will be implemented with the CNAS.

- Title: Update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office (CO) Code (NPA-NXX) (TBCOCAG) To Make Disconnected Thousands-Blocks Available for Reassignment After 30 Calendar Days
- Statement: Today when a service provider returns/donates a thousands-block to the pool and NANPA approves it, NANPA adds the thousands-block to the pool inventory immediately, but with a future “Block Available Date” that must be at least 45 calendar days after the thousands-block’s disconnect effective date entered on the Part 3 approval. This 45-day timeframe is documented in section 11.1.11.5 of the Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines. The 45-day timeframe exists to give the code holder time to make translations updates, if needed, to provide vacant number treatment for the numbers within that thousands-block while the block is in the pool. It is unclear whether code holders still make such translations updates, but all monthly LERGTM Routing Guide recipients can subscribe to the LERGTM One-Day Changes Process at no additional charge. Reducing the 45 calendar days timeframe down to 30 calendar days will make thousands-blocks available for reuse more quickly.

- Title: Revise ATIS-1000084.v003 – Operational and Management Considerations for SHAKEN STI Certification Authorities and Policy Administrators
- Statement: ATIS-1000084.v003– ATIS Standard on Operational and Management Considerations for SHAKEN STI Certification Authorities and Policy Administrators was initially published without any considerations for the Certificate Management procedures applied by the STI-PA in issuing self-signed certificates for ensuring the integrity of the information in the list of Trusted STI-CAs. The certificate used by the STI-PA in signing the information contained in the list of Trusted STI-CAs is used by the STI-VS to ensure that the STI-Certificate, used to sign the SIP Identity header field, was issued by an STI-CA that has been approved to issue certificates in the SHAKEN ecosystem. ATIS-1000087.v002 introduces requirements for the STI-PA certificate management that are applicable to the STI-PA in general and thus should be included in a baseline specification.

- Title: Add “iat” and “sub” claims to SPC Token and update allowed certificate signature algorithms and curves
- Statement: STI-CAs verify that the SPC Token has not expired by looking at the “exp” claim. However, STI-CAs have no way of knowing when the SPC Token was issued. This prevents STI-CAs from enforcing stricter policies, for example, that SPC Tokens must be short lived (e.g., 1-day). The STI-PA could include an “iat” claim which would enable STI-CAs to determine if an SPC Token is short lived or not. STI-CAs are required to put the name of the entity they issued the certificate to in the certificate’s subject organization name. However, in practice this name often does not match the name the STI-PA uses to identify the service provider, which causes confusion. If the STI-PA included a “sub” claim in the SPC Token, the STI-CA could use this name which would ensure the names used by the STI-CA and STI-PA match. The STI-PA already collects the name of each service provider. The US CP allows either ecdsa-with-sha256 or ecdsa-with-sha384 certificate signature algorithms. ATIS-1000080.v005 only allows ecdsa-with-sha256. ATIS-1000080 should not conflict with the US CP. The US CP allows either P-256 or P-384 public key curves. ATIS-1000080.v005 only allows P-256. ATIS-1000080 should not conflict with the US CP.

- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
