INC: Industry Numbering Committee
- Issue: 1004
- Title: Update INC Guideline Part 4 Forms to remove “By signing below”
- Statement: The Part 4 Forms associated with ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines; ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines; ATIS-0300060, 9YY NXX Code Assignment Guidelines; and ATIS-0300050, Carrier Identification Code (CIC) Assignment Guidelines; no longer have a signature field, however, The statement “By signing below,” was left on the Part 4 Forms in error.

- Title: Update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Appendix B to remove reference to Pooling Administrator
- Statement: The Appendix B of ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines has a reference to Pooling Administrator in the lead in sentence. NANPA suggests removing Pooling Administrator.

- Title: Add language regarding Effective Date Changes on Pooled CO Code modifications to ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Section 9.2
- Statement: Currently there is no direction in ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Section 9.2 regarding effective date changes to Pooled CO Codes.
NANPA suggests adding language to ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines regarding effective date changes to Pooled CO Codes. NANPA suggests adding the following to a new Section 9.2.8:
• an effective date change may be modified to an earlier effective date,
• an effective date change may be modified to a later effective date when there are no Thousands-Blocks assigned to SPs other than the Code Holder
• an effective date change shall be denied when there are Thousands-Blocks assigned to SPs other than the Code Holder
Each item would indicate the impacts on the Part 4 Due Date, Available Date of Thousands-Blocks in the Industry Inventory Pool, and direction on how to update the Thousands-Block Holders when an effective date change is denied.

- Title: Update processes related to Inter OCN transfers in ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines
- Statement: NANPA is aware of recent issues with Inter OCN transfers being approved in error. As a result, NANPA has added additional verification steps for the resource administrators to follow. However, NANPA is also receiving transfer letters from the outgoing/relinquishing SP with numbering resources not assigned to their OCN(s) and Part 1 applications from receiving SPs for numbering resources not included in the transfer letter. NANPA recognizes the importance of validating information prior to approving the transfer and is seeking INC’s assistance in identifying additional steps for all stakeholders that could be added ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines to ensure numbering resources are not transferred in error.
NANPA suggests INC the following considerations as well as any other options INC can identify:
1. Require receiving SP/SPC user to enter the outgoing/relinquishing OCN in NAS at the time of the transfer (Inter OCN Modification) is submitted, the system will validate the OCN of record.
2. Generate an email from the system to the outgoing/relinquishing Block/Code Holder based on active users with the OCN in their user profile.
3. Don’t allow expedites for this request type to allow sufficient time for the outgoing/relinquishing SP an opportunity to notify NANPA if there is an issue with the transfer.
4. Suspend the request, while awaiting concurrence from the outgoing/relinquishing Block/Code Holder approving the transfer.

- Issue: 1007
- Title: Evaluate TBCOCAG Sections Covering Abandoned Resources and Reclamation Procedures When No Active AOCN Exists
- Statement: Service providers occasionally discontinue operations, lose certification, or otherwise fail to maintain an active AOCN, resulting in numbering resources remaining active in the network without proper administration or routing. These resources remain stranded in the LERG and BIRRDS databases and unavailable for reassignment, which may inflate NPA utilization levels and may negatively contribute to accelerated NPA exhaust projections.
The Thousands-Block Number (NPA-NXX) Pooling Administration and Central Office Code Assignment Guidelines (TBCOCAG) may not fully address the procedures for identifying and reclaiming these abandoned resources when no AOCN exists.

- Title: Designation of 555 NPA to be assigned as a future Non-Geographic 5XX NPA
- Statement: In the May 2024 INC letter to NAOWG exploring special-use NANP codes, INC agreed to revisit the use of 555 as a non-geographic NPA.
The 555 NXX was originally established for information and entertainment services, with individual 555 line numbers made available beginning in 1994. While nearly 8,000 assignments were made historically, most were never placed in service, and the intended purpose of this resource has since been fulfilled through other information and communication technologies.
Currently, specific 555 line numbers remain reserved for defined purposes (e.g., 555-1212 for directory assistance, 555-0100 through 0199 for fictitious entertainment use, and 555-4334 for national use), and the 555 NXX within geographic NPAs is marked unassignable.

- Title: Update ATIS-0300057, Toll-Free Exhaust Guidelines
- Statement: Toll-Free exhaust guidelines have not been updated since 1998. The issue is to bring the guidelines up to date with current practice.

NRSC: Network Reliability Steering Committee
- Issue: 0051
- Title: Consider New NRSC-Generated Best Practices (BPs) for Submission to the Communications Security, Reliability, and Interoperability Council (CSRIC)
- Statement: In 2020 and 2021, NRSC generated a number of Best Practices (BPs) from work on NRSC Issues 0045, 0049, and 0050. These BPs need to be evaluated for possible inclusion in the industry BP database by CSRIC. Edits to the BPs may be necessary to conform with the industry format of BPs.
- Resolution: NRSC has updated the Best Practices from the Pandemic and Emergency Preparedness Response Checklists, and formatted them as standalone Best Practices for presentation and inclusion into the CSRIC database.

- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
