INC: Industry Numbering Committee
- Issue: 0987
- Title: General Review and possible updates to ATIS-0300065, Location Routing Number (LRN) Assignment Practices
- Statement: With the recent completion of INC Issue 0977, Update the ATIS-0300065, Location Routing Number (LRN) Assignment Practices for the combined NANP Administration System (NAS), it is recommended that an overall general review and update be performed.
- Resolution: ATIS-INC updated ATIS-0300065, Location Routing Number (LRN) Assignment Practices, as shown in INC-2025-00122R002, to clarify certain sections and bring this specification up to date.

- Issue: 1004
- Title: Update INC Guideline Part 4 Forms to remove “By signing below”
- Statement: The Part 4 Forms associated with ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines; ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines; ATIS-0300060, 9YY NXX Code Assignment Guidelines; and ATIS-0300050, Carrier Identification Code (CIC) Assignment Guidelines; no longer have a signature field, however, The statement “By signing below,” was left on the Part 4 Forms in error.
The Part 4 Form in NAS has already been updated to remove the text “By signing below,” from the ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines; ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines; ATIS-0300060, 9YY NXX Code Assignment Guidelines; and ATIS – 0300050, Carrier Identification Code (CIC) Assignment Guidelines Part 4 Forms.

- Title: Update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Appendix B to remove reference to Pooling Administrator
- Statement: The Appendix B of ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines has a reference to Pooling Administrator in the lead in sentence. NANPA suggests removing Pooling Administrator.
- Resolution: ATIS-INC updated ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, Appendix B, as reflected in contribution INC-2025-00129R001.
- Status: Initial Closure
- Issue: 1010
- Title: Update ATIS-0300057, Toll-Free Exhaust Guidelines
- Statement: Toll-Free exhaust guidelines have not been updated since 1998. The issue is to bring the guidelines up to date with current practice.
- Resolution: ATIS-INC updated ATIS-0300057, Toll-Free Resource Exhaust Relief Planning Guidelines, with the changes contained in -00139R001, pending availability of a link to the FCC website (per government shutdown). INC will notify SNAC of the update via email.
- Status: Initial Closure
- Issue: 1003
- Title: Proposal to Reduce Rate Center Order Denials via Optional Immediate Code Assignment
- Statement: Currently, rate center orders are sometimes denied due to block unavailability, even when blocks appear available at the time of submission. This requires users to submit a separate NPA-NXX code order, creating inefficiencies, delays, and duplicate work.
- Resolution: ATIS-INC requested that NANPA add a column to the Pool Tracking Report titled “Number of Blocks Requested”, where number of blocks requested is the number of blocks requested in all pending Thousands-Block and CO Code applications for the rate center. This Issue will go into Initial Pending until the approval and implementation of a NANPA Change Order.

NRSC: Network Reliability Steering Committee
- Issue: 0051
- Title: Consider New NRSC-Generated Best Practices (BPs) for Submission to the Communications Security, Reliability, and Interoperability Council (CSRIC)
- Statement: In 2020 and 2021, NRSC generated a number of Best Practices (BPs) from work on NRSC Issues 0045, 0049, and 0050. These BPs need to be evaluated for possible inclusion in the industry BP database by CSRIC. Edits to the BPs may be necessary to conform with the industry format of BPs.
- Resolution: NRSC has updated the Best Practices from the Pandemic and Emergency Preparedness Response Checklists, and formatted them as standalone Best Practices for presentation and inclusion into the CSRIC database.

PTSC: Packet Technologies and Systems Committee
- Issue: 0183
- Title: Group on Text Message Sender Identification Technology
- Statement: The wireless messaging ecosystems’ multi-layered practices, processes and tools, including filtering and up-front vetting and registration, work to mitigate large volumes of fraudulent wireless text messages from reaching consumers. Despite these solutions, bad actors continue to seek out security exploits and evolve their techniques to target consumers with scams through Short Message Service (SMS), Multimedia Message Service (MMS), and Rich Communications Service (RCS) (collectively, wireless text messaging). ATIS-1000101 highlighted the current landscape of the wireless text messaging ecosystem and concluded that a forum was needed to consider the development of authentication technologies. The goal of this group is to consider whether innovative technical solutions are available or feasible to develop that would further mitigate bad actors use of wireless text messaging to originate scam text messages via verified identity transmission. Analysis to be undertaken should include identifying how verified identity and authentication solutions could be applied in the messaging ecosystem (e.g., edge, network-to-network, or endpoint devices.) WTSC: Wireless Technologies and Systems Committee
- Issue: 0111
- Title: Silent Alerts for WEA
- Statement: On February 28, 2025, the FCC released a Seventh Report and Order and Eleventh Further Notice of Proposed Rulemaking (FNPRM) regarding Wireless Emergency Alerts (WEA). In the Final Rules of this Report and Order, the following is stated: A Participating CMS Provider must support an alert originator’s selection of whether an Alert Message will be presented without either the common audio attention signal (§ 10.520), the common vibration cadence (§ 10.530), or both. The new rules also allow users, including those with disabilities, to override the alert originator’s choice to present the alert without the common vibration cadence to ensure their awareness of the alert presentation. A device must include the option to enable the presentation of the common vibration cadence for all Alert Messages. If selected, that option overrides the alert originator’s selection to present an Alert Message without the common vibration cadence.

- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
