- Title: Revision to ATIS-0700015, ATIS Standard for Implementation of 3GPP Common IMS Emergency Procedures for IMS Origination and ESInet/Legacy Selective Router Termination
- Statement: ATIS, in partnership with NENA, drafted the ATIS-0500048 9-1-1 Authority Readiness Guidelines for NG9-1-1 Connectivity. There is a need to update the existing standard to accommodate these items:

- Title: Update Multimedia Emergency Services (MMES) Considerations for Video in ATIS-0700015, ATIS Standard for Implementation of 3GPP Common IMS Emergency Procedures for IMS Origination and ESInet/Legacy Selective Router Termination
- Statement: Currently, ATIS-0700015 mentions video calling, but lacks specificity in how video can be operationalized using standardized protocols and present methods. Various methods to deliver video already exist.

- Issue: 1003
- Title: Proposal to Reduce Rate Center Order Denials via Optional Immediate Code Assignment
- Statement: Currently, rate center orders are sometimes denied due to block unavailability, even when blocks appear available at the time of submission. This requires users to submit a separate NPA-NXX code order, creating inefficiencies, delays, and duplicate work.
- Resolution: ATIS-INC requested that NANPA add a column to the Pool Tracking Report titled “Number of Blocks Requested”, where number of blocks requested is the number of blocks requested in all pending Thousands-Block and CO Code applications for the rate center. This Issue will go into Initial Pending until the approval and implementation of a NANPA Change Order.

- Title: General Review and possible updates to ATIS-0300065, Location Routing Number (LRN) Assignment Practices
- Statement: With the recent completion of INC Issue 0977, Update the ATIS-0300065, Location Routing Number (LRN) Assignment Practices for the combined NANP Administration System (NAS), it is recommended that an overall general review and update be performed.
- Resolution: ATIS-INC updated ATIS-0300065, Location Routing Number (LRN) Assignment Practices, as shown in INC-2025-00122R002, to clarify certain sections and bring this specification up to date.

- Title: Update INC Guideline Part 4 Forms to remove “By signing below”
- Statement: The Part 4 Forms associated with ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines; ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines; ATIS-0300060, 9YY NXX Code Assignment Guidelines; and ATIS-0300050, Carrier Identification Code (CIC) Assignment Guidelines; no longer have a signature field, however, The statement “By signing below,” was left on the Part 4 Forms in error.
The Part 4 Form in NAS has already been updated to remove the text “By signing below,” from the ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines; ATIS-0300052, Non-Geographic 5XX-NXX Code Assignment Guidelines; ATIS-0300060, 9YY NXX Code Assignment Guidelines; and ATIS – 0300050, Carrier Identification Code (CIC) Assignment Guidelines Part 4 Forms.
- Resolution: ATIS-INC updated the Part 4 forms for the following documents: ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines; ATIS-0300052, Non-Geographic 5XX NXX Code Assignment Guidelines; ATIS-0300060, 9YY NXX Code Assignment Guidelines; and ATIS-0300050, Carrier Identification Code (CIC) Assignment Guidelines; as reflected in contributions INC-2025-00124R000, -00125R000, -00126R000, and -00127R000 respectively.

- Title: Update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Appendix B to remove reference to Pooling Administrator
- Statement: The Appendix B of ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines has a reference to Pooling Administrator in the lead in sentence. NANPA suggests removing Pooling Administrator.
- Resolution: ATIS-INC updated ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, Appendix B, as reflected in contribution INC-2025-00129R001.
- Status: Final Closure
- Issue: 1010
- Title: Update ATIS-0300057, Toll-Free Exhaust Guidelines
- Statement: Toll-Free exhaust guidelines have not been updated since 1998. The issue is to bring the guidelines up to date with current practice.
- Resolution: ATIS-INC updated ATIS-0300057, Toll-Free Resource Exhaust Relief Planning Guidelines, with the changes contained in -00139R001, pending availability of a link to the FCC website (per government shutdown). INC will notify SNAC of the update via email.
- Status: Final Closure

Definitions
- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
