INC is recognized as the industry’s only open forum for addressing and developing solutions for numbering issues. Currently, it is where steps to address numbering issues associated with the PSTN transition are being identified. INC is a key industry venue for addressing and resolving all industry-wide issues associated with planning, administration, allocation, assignment and use of the North American Numbering Plan (NANP) numbering resources within the NANP area.
INC guidelines and recommendations are used by the North American Numbering Plan Administrator (NANPA), the Canadian Radio-Television and Telecommunications Commission (CRTC), and the Canadian Numbering Administrator (CNA) in the management of numbering resources.

INC has published a number of complimentary public industry resources on the topics of planning, administration, allocation, assignment, and use of NANP numbering resources within the NANP area.
In October 2019, INC completed a major activity to combine the Central Office Code (NXX) Assignment Guidelines (COCAG) and the Thousands-Block Number (NXX-X) Pooling Administration Guidelines (TBPAG). This combination achieves administrative efficiencies by streamlining the Guidelines for obtaining numbering resources, thus making them more user friendly. The combined document is entitled Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (ATIS-0300119), and has been regularly updated.
