Assignment Guidelines

The IOC is responsible for assignment and management guidelines of the limited IMSI resource. Revisions to the guidelines are effective upon approval by the IOC. Two sets of guidelines are currently maintained:

• The IMSI Assignment and Management Guidelines and Procedures (Version 17; October 2022) contain the guidelines and procedures for the assignment and use of IMSIs in the United States with consideration given to other North American Numbering Plan (NANP) countries. These guidelines/procedures are for non-CBRS spectrum users.
• The IMSI Assignment and Management Guidelines for Shared HNI for CBRS Range (Version 3; October 2022) contain the guidelines for the assignment of an IMSI Block Number (IBN) as part of the Shared HNI for CBRS spectrum users.

Applications for an IMSI or an IBN are submitted and processed through the IMSI Administrator (IMSI-A) web site.
