ESIF: Emergency Services Interconnection Forum
- Issue: 0106
- Title: SHAKEN and 9-1-1 Overview, Document Roadmap, and Operational Considerations
- Statement: Regulators in North America currently have a strong focus on combatting nuisance calls, including robocalling and illegitimate caller ID spoofing, using caller authentication techniques based on the Signature-based Handling of Asserted Information Using toKENs (SHAKEN) standards developed by ATIS and the IETF RFC related to Secure Telephone Identity Revisited (STIR). There are standards development activities underway within ATIS, 3GPP and NENA to address the application of SHAKEN and STIR to 9-1-1 and callback calls.
It is critical that Public Safety understand and have input into these standards development activities to ensure that the operational needs of 9-1-1 Authorities/PSAPs are supported by the standards that ultimately get generated, and that operating procedures can be developed by Public Safety to address the application of SHAKEN/STIR and other false data manipulation mitigation techniques to 9-1-1 and callback calls.
- Resolution: This issue was resolved with the publication of ATIS-0500044, Overview and Operational Considerations Related to the Application of Information Spoofing Mitigation Techniques to 9-1-1 and Callback Calls in an End-State NG9-1-1 Environment.

INC: Industry Numbering Committee
- Issue: 0913
- Title: Errors due to Override NPAC Validation field functionality
- Statement: Population of the Override NPAC Validation field in the Pooling Administration System is allowing pool block requests to be sent to the NPAC SMS that do not contain the necessary data to process the order. These requests cannot be processed due to the missing/incorrect information and therefore result in an error.
Since the request cannot be processed by the NPAC, the Pool Block is not created. This can result in call routing/completion and/or porting issues.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2021-00069R004. This Issue will be in Initial Pending until the implementation of the combined NAS.
- Status: Final Closure
- Issue: 0915
- Title: Update TBCOCAG Language Regarding NANPA’s Handling of Unavailable Code Assignment Preferences
- Statement: The current language in the ATIS-0300119, Thousands-Block (NPA-NXX-X) and Central Office Code Administration Guidelines (TBCOCAG) Section 14.2.1 f) requires NANPA to suspend a request for two business days when the code preference(s) on the Part 1 is unavailable for assignment. This process causes delays in processing for Service Providers and extra work for the Administrator.
We suggest adding language to Sections 5.3, 5.4, 5.5 and 5.6 directing Service Providers on how to complete the Part 1 fields regarding CO Code preferences and Undesirable CO Codes, and also indicate how NANPA shall proceed with the application when the CO Code preference(s) in unavailable for assignment. With the addition of the new Sections, we suggest removing the language in Section 14.2.1 f) that states NANPA shall suspend the application for two business days when the CO Code preference is unavailable for assignment and replacing it with how NANPA shall proceed with the application when the CO Code preference(s) is unavailable for assignment.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the accepted changes reflected in INC-2021-00073R001.

- Issue: 0916
- Title: Update Access Carrier Name Abbreviation/ Access Customer Name Abbreviation (ACNA) to Interexchange Access Customer (IAC) code in INC Guidelines
- Statement: The term Access Carrier Name Abbreviation/ Access Customer Name Abbreviation (ACNA) has been replaced with Interexchange Access Customer (IAC) code. INC Guidelines should be updated to reflect the new term. ATIS-03000050, Carrier Identification Code (CIC) Assignment Guidelines are the only INC Guidelines impacted by this change.
- Resolution: INC agreed to update ATIS-0300050, Carrier Identification Code (CIC) Assignment Guidelines, with the changes reflected in INC-2021-00075R001.

- Issue: 0917
- Title: Action Item - Update ATIS-0300120 - Reassigned Numbers Database (RND) Guidelines for Service Provider Reporting of Permanently Disconnected Number Data to change EST to reflect ET (Eastern Time)
- Statement: Issue 912 was resolved, updating the Reassigned Numbers Database (RND) Guidelines for Service Provider Reporting of Permanently Disconnected Number Data to reflect the cutoff date to report monthly disconnect data and still comply with the 15th of the month due date.
This issue is to complete the associated action item to update the Guidelines to consistently indicate Eastern Time (ET) rather than Eastern Standard Time (EST) in order to alleviate any confusion interpreting EST.
The term Eastern Time does not differentiate between standard time and Daylight Saving Time (DST), so Eastern Time switches between EST and EDT in areas that use DST during part of the year.
- Resolution: INC agreed to update ATIS-0300120, Reassigned Numbers Database (RND) Guidelines for Service Provider Reporting of Permanently Disconnected Number Data, with the changes reflected in INC-2021-00080R000.

NGIIF: Next Generation Interconnection Interoperability Forum
- Issue: 0067
- Title: Remove Section 7.4.2, Updating Contact Information and Test Numbers in the LERG Routing Guide, from ATIS-0300106, Intercarrier Call Completion/Call Termination Handbook
- Statement: Recommend the removal of Section 7.4.2, Updating Contact Information and Test Numbers in the LERG Routing Guide, from ATIS-0300106, Intercarrier Call Completion/Call Termination Handbook as adding test numbers to the LERG is referenced in Section 7.2.1 and the contact information is published in the Contact Directory. NGIIF should also update references to Telcordia Technologies in the Handbook.
- Resolution: NGIIF updated Section 7.4.2 of ATIS-0300106, Intercarrier Call Completion/Call Termination Handbook, to direct service providers to use NGIIF Service Provider Contact Directory to maintain up-to-date contact information, as well as LERG 6 to update test numbers.

- Statement: There is a business need to define requirements needed to establish digital services and the interfaces to be established with a customer facing API.
A digital service is a standard function (resource) accessible via a customer facing API. It is a platform view of a service where all standard functions on that platform are sold as a resource w/ a customer Facing API.
- Resolution: This issue was resolved with the publication of ATIS-0418000, Digital Service Ordering Guide (DSOG) Resource Definition.

STEP: Sustainability in Telecom: Energy and Protection Committee
- Issue: 0187
- Title: Brushfire
- Statement: As a result of increased deployment of communications equipment within enclosures located in the outside plant, communications equipment and infrastructure is increasingly vulnerable to damage from wildfire. The ATIS suite of Physical Protection standards do not currently address the ability of equipment enclosures installed in outside plant environments to protect equipment installed within from damage caused by fires in the outside environment.
- Resolution: This issue was resolved with the publication of ATIS-0600039, Outside Plant Enclosures and Assemblies Fire Resistance Test.

WTSC: Wireless Technologies and Systems Committee
- Issue: 0089
- Title: E2/ESP Location Information: Preserving Position Methods
- Statement: The original contribution, WTSC-ELOC-2016-00067R001, provided background and a list of proposals with regard to the conveyance of both geo and civic location information over the E2/ESP interface, preserving both location source methods in order to reconstruct both types of location information within a NG9-1-1 Emergency Services environment (e.g., ESInet/NGCS).
The current ATIS-0700028.v002 solution provides only support for conveying civic location source marking over the E2 interface if both types of location are provided. Some implementations seek the ability to convey a more complete set of dual location information. The recommendation is to study this item to see if the relevant ATIS standards should allow for the conveyance of both geo location method and civic location method information when both are present.
- Resolution: Work to resolve this issue has been combined with WTSC Issue 0091 under a new WTSC Issue 0093, Enhanced Location Capabilities in Support of Emergency Calling. With the opening of Issue 0093, Issue 0089 was closed.

- Title: Location Accuracy Improvements for Emergency Calls Using Alternative Location Determination Methods
- Statement: ATIS-0700028.v002, Location Accuracy Improvements for Emergency Calls, was originally developed to support the National Emergency Address Database (NEAD) architecture. Because of the recent decommissioning of the NEAD, it was determined at the Feb. 26, 2020 IMSESINET meeting that there is valuable material in ATIS-0700028.v002 that should be retained (e.g., class of service indications DL1, DL2, civic), and it was agreed that references to the NEAD should be removed.
- Resolution: Work to resolve this issue has been combined with WTSC Issue 0091 under a new WTSC Issue 0093, Enhanced Location Capabilities in Support of Emergency Calling. With the opening of Issue 0093, Issue 0089 was closed.

The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee.
