INC: Industry Numbering Committee
- Issue: 1000
- Title: Reorganize & streamline ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines
- Statement: At INC 189 under Issue 988, Update various sections of the Thousands Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG, ATIS-0300119), INC participants discussed restructuring ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG) to streamline processes and remove duplicative text. At INC 190, contribution INC-2025-00062R000 was reviewed and INC decided to open a new issue to restructure the TBCOCAG to allow the changes in Issue 988 to be implemented and to separate the restructuring of the guidelines from other changes.
INC agreed to transfer contribution INC-2025-00062R000 to this new Issue once accepted.

- Title: Toll Free Carrier Identification Code (CIC) Use
- Statement: There is a need to update the INC’s CIC assignment guidelines specifying appropriate CIC use consistent with the Toll Free subscriber’s agreement with the Resp Org. This will assist with ensuring that industry follows the application and use of CICs specified and expected by the Resp. Org. and its Toll Free subscriber.

- Title: Proposal to Reduce Rate Center Order Denials via Optional Immediate Code Assignment
- Statement: Currently, rate center orders are sometimes denied due to block unavailability, even when blocks appear available at the time of submission. This requires users to submit a separate NPA-NXX code order, creating inefficiencies, delays, and duplicate work.

- Title: Update Section 18 Rate Center Consolidations/Changes of ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines with consistency edits and to provide NANPA direction when a rate center consolidation is initiated by the regulator
- Statement: Section 18 Rate Center Consolidations/Changes of ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines only provides direction when a rate center consolidation is initiated by the Service Provider that files a tariff in regulated states and deregulated states. The Maine Public Utilities Commission has initiated a rate center consolidation, the guidelines currently do not address NANPA’s role in a regulatory initiated consolidation.
NANPA suggests adding a new section to ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines outlining NANPAs role when a regulator initiates a rate center consolidation. In addition, NANPA suggest consistency edits regarding NANPA’s coordination with iconectiv’s Telecom Routing Administration (TRA).
- Resolution: INC updated ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines to include direction for NANPA when a regulator initiates a rate center consolidation as shown in INC-2025-00054R0002.

- Issue: 1002
- Title: Update TBCOCAG to Modify Thousands-Block Disconnect Steps in BIRRDS
- Statement: An action item was taken at the July 2025 CIGRR meeting while discussing CIGRR Issue C333 - Address/Update NXD Disconnect Functionality for Tara Farquhar, Connie Hartman, and Allyson Blevins to bring this issue to ATIS-INC. CIGRR reviewed the current BIRRDS processes where an NXD record for Central Office Codes cannot be disconnected unless NANPA has already disconnected the ACD record. However, that is not the case for a thousands-block NXD records. BIRRDS has no edit as to whether the BCR should be disconnected first nor whether the NXD should be disconnected first. The TBCOCAG currently states that the NXD for a thousands-block should be disconnected prior to the return of the block to NANPA. When an SP or its AOCN disconnects an NXD thousands-block record prior to NANPA processing the return, it can result in a return denial and instead a block transfer. In this case, if the NXD disconnect effective date has passed, the new block assignee, cannot modify the NXD and instead requires a manual process between NANPA and TRA that results in changes to block effective dates and incorrect data being published in the LERG. CIGRR is requesting that the same process be defined in the TBCOCAG for thousands-blocks that applies to CO Codes today. The intent is to ensure that only blocks returned to NANPA are being disconnected in BIRRDS. It will also provide a better cross-check between NXD and BCR disconnects to ensure consistency. If ATIS-INC modifies the TBCOCAG, then CIGRR would request that TRA implement the corresponding restrictions in BIRRDS.
- Resolution: ATIS-INC updated ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Section 11.1.5 to modify Thousands-Block disconnect steps in BIRRDS to require NANPA to disconnect the BCR prior to the SP disconnecting the NXD as shown in INC-2025-00101R000. This Issue will be in Initial Pending until BIRRDS modifications are implemented.

- Title: Large-Scale Rate Center Consolidation Reference Document
- Statement: There are references to rate center consolidation in the 2014 letter/white paper to the FCC regarding Large-Scale Rate Center Consolidation Considerations in the Transition from the PSTN to All-IP. Due to anticipated large-scale rate center consolidation efforts, it may be beneficial for the INC to craft a reference document.
- Resolution: INC published a document entitled "ATIS-0300121, Large-Scale Rate Center Consolidation (LSRCC) Reference Document" to aid in anticipated large-scale rate center consolidation efforts.

- Statement: There is a business need to update the legal entity name of Telcordia Technologies to iconectiv®, LLC throughout all ASOG & UOM practices, forms, etc.
- Resolution: Globally changed all instances of “Telcordia Technologies”, “Telcordia Technologies, Inc”, “Telcordia” to “iconectiv®, LLC”.

PTSC: Packet Technologies and Systems Committee
- Issue: 0182
- Title: Support of TLS as an optional delivery method in ATIS-1000678, Lawfully Authorized Electronic Surveillance (LAES) for Voice over Internet Protocol and Rich Communications Services Messaging in Wireline and Broadband Telecommunications Networks, and ATIS-1000013, Lawfully Authorized Electronic Surveillance (LAES) for Internet Access and Services
- Statement: TLS, being simpler to configure, maintain, and use, is now being added to LI standards as a delivery method to law enforcement. TLS usage has been specified in recent 3GPP and ETSI standards. Thus TLS as an optional delivery method should be provided, and its proper usage defined, in the ATIS-1000678, Lawfully Authorized Electronic Surveillance (LAES) for Voice over Internet Protocol and Rich Communications Services Messaging in Wireline and Broadband Telecommunications Networks, and IAS (ATIS-1000013, Lawfully Authorized Electronic Surveillance (LAES) for Internet Access and Services) lawful-intercept standards.

SNAC: SMS/800 Number Administration Committee
- Issue: 3444
- Title: Review and Update ATIS-0417001-004, Industry Guidelines for Toll-Free Number Administration
- Statement: It has been brought to SNAC’s attention that the ATIS-0417001-004, Industry Guidelines for Toll-Free Number Administration’s glossary is out of date. The SNAC will review the document and glossary, and make updates as needed.
- Resolution: SNAC updated ATIS-0417001-004, Industry Guidelines for Toll-Free Number Administration to update the glossary and citations to identify direct language from the FCC. Additionally, edits were made to eliminate mass calling, add Know Your Customer (KYC), and update guidelines for dealing with xxx99 for voice and messaging.

WTSC: Wireless Technologies and Systems Committee
- Issue: 0106
- Title: Transfer of OMA Location Working Group MLS/MLP, SUPL, and LPPe Enablers to WTSC
- Statement: Due to changes in the industry, OMA BoD is changing focus away from maintenance of Enablers developed in the OMA Loc WG. As a result, there is a need to move the MLS/MLP, SUPL, and LPPe Enabler Specifications to an SDO that can provide the leadership and participation necessary to maintain and evolve these Enablers for the foreseeable future.
- Resolution: This Issue was closed with the publication of the following ATIS transpositions, available in the WTSC Publications folder.

- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
