INC: Industry Numbering Committee
- Issue: 0994
- Title: Review if NANPA can deny requests for resources due to a Service Provider’s inability to fulfill code holder’s responsibilities, e.g. having an AOCN.
- Statement: There is a current pooled CO Code assigned to a Service Provider (SP) where the SP does not have an AOCN (and has never had an AOCN). This is also the first resource the SP has obtained. In this case, the CO Code cannot be built in the NPAC due to the fact they have no AOCN to build the record in BIRRDS, thus they are not able to fulfill code holder responsibilities per the TBCOCAG. The lack of an AOCN will negatively impact the SP and their end-users and any other SP obtaining blocks in this CO Code. The negative impacts include no-default routing due to no LERG data, no NPA-NXX built in the NPAC thus no LRN can be built in the NPAC.

- Issue: 0995
- Title: NPA Allocation Plan and Assignment Guidelines to align NPA Assignment for all existing NANP countries
- Statement: The Canadian Numbering Administrator (CNA) notified NANPA of the need for additional Numbering Plan Area (NPA) codes. Staff from the North American Numbering Plan Administrator (NANPA), Canadian Numbering Administrator (CAN), and Canadian Radio-Television and Telecommunications Commission (CRTC) discussed the options of setting aside reserved codes for future Canadian Geographic and Non-Geographic use or electing to follow the US process outlined in ATIS-0300055, NPA Allocation Plan and Assignment Guidelines. At the October 2024 Canadian Steering Committee on Numbering (CSCN) plenary meeting the industry agreed to forego negotiating a set reservation pool as Canada had done previously and elected to use the US procedures outlined in ATIS-0300055, NPA Allocation Plan and Assignment Guidelines. The CSCN Secretary General sent a recommendation letter to the CRTC on November 14, 2024, outline this plan.
- Resolution: ATIS INC updated ATIS-0300055, NPA Allocation Plan and Assignment Guidelines to align NPA Reservation for all existing NANP countries to add language for reserving/releasing NPAs by non-NANPA managed countries (e.g., Canada).
- Status: Initial Pending
- Issue: 0996
- Title: Notifications from NPAC in TBCOCAG and Part 1B Form & Part 5 Form
- Statement: The language in sections 11.1.11.7 & 13.1.1 of the TBCOCAG and section C of Parts 1B Form & Part 5 Form does not reflect the actual notification process and could cause confusion for Thousands-Block Holders expecting to be contacted directly by the NPAC when their Thousands-Block has been Activated/Modified/Ported (Part 1B) or Reclaimed (Part 5).
- Resolution: ATIS INC agreed to modify sections 11.1.11.7 & 13.1.1 of the ATIS-0300119 Thousands Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG), Part 1B Form & Part 5 Form to correct the NPAC notifications as identified in the associated contribution to reflect current processes.

NGIIF: Next Generation Interconnection Interoperability Forum
- Issue: 0073
- Title: Update ATIS-0300116(2024-07), Interoperability Standards between Next Generation Networks (NGN) for Signature-based Handling of Asserted Information Using Tokens (SHAKEN) (Revision 2)
- Statement: ATIS-0300116(2024-07) contains a few inaccuracies (or dated information). Additionally, other editorial changes are being suggested for revision.
- Resolution: ATIS-0300116(2024-07) was updated to correct inaccuracies and provide updated information.
- Status: Final Closure

OBF: Ordering and Billing Forum
- Issue: 3668
- Title: Access Service Ordering Guidelines (ASOG) – Change all instances of Telcordia Technologies to “iconectiv®, LLC”
- Statement: There is a business need to update the legal entity name of Telcordia Technologies to iconectiv®, LLC throughout all ASOG & UOM practices, forms, etc.

WTSC: Wireless Technologies and Systems Committee
- Issue: 0102
- Title: Lawful interception for Voice Services in the VPLMN with home-routed roaming
- Statement: WTSC-LI previously developed and published a standard ATIS-0700005 titled Lawfully Authorized Electronic Surveillance for 3GPP IMS-based VoIP and other Multimedia Services. When that standard was developed home-routed roaming scenarios were not considered, and accordingly, the focus was only on Local Breakout (LBO) as the roaming architecture. Since then, home-routed roaming is now determined to be the preferred approach over LBO, and 3GPP SA3 LI has developed the stage 2 and stage 3 details to support LI in the VPLMN for home-routed roaming architecture. Updates to the ATIS LI Standards would provide the benefit of clarifying the application of the LI in the VPLMN with home-routed roaming to the US LI requirements per CALEA.
- Resolution: Issue 0102 was placed into Initial Closure with participant consensus that analysis indicates that 3GPP LI standards (TS. 33.127 and TS. 33.128) must be used, and no changes are required for North American standards.
- Status: Initial Pending
- Issue: 0106
- Title: Transfer of OMA Location Working Group MLS/MLP, SUPL, and LPPe Enablers to WTSC
- Statement: Due to changes in the industry, OMA BoD is changing focus away from maintenance of Enablers developed in the OMA Loc WG. As a result, there is a need to move the MLS/MLP, SUPL, and LPPe Enabler Specifications to an SDO that can provide the leadership and participation necessary to maintain and evolve these Enablers for the foreseeable future.
- Resolution: This Issue was closed with the publication of the following ATIS transpositions, available in the WTSC Publications folder.

Definitions
- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
