INC: Industry Numbering Committee
- Issue: 0886
- Title: Updates to CIC Assignment Guidelines, Sections 2.2, Section 2.2.3 and CIC Application Form – Page 32
- Statement: Discussions under Issue 874, Requirement for FGD access for assignment and retention of a Carrier Identification Code (CIC), revealed that the CIC application processes described in the CIC Assignment Guidelines no longer reflects the current practice, including the requirement in Section 2.2 for an access provider to apply to NANPA for a CIC on behalf of an entity. In addition, the Guidelines are unclear as to how an interconnected VoIP service provider applies for a CIC, and the Guidelines are inconsistent regarding certification/authorization of applicants.
- Resolution: INC agreed to the text changes contained in INC-2020-00080R001, to update ATIS-0300050, CIC Assignment Guidelines, with current application processes.

- Issue: 0893
- Title: Updates to NPAC references in TBCOCAG
- Statement: In reviewing the TBCOCAG we identified several items that required updates. There are numerous inconsistent/incorrect references to NPAC website and contact information.
In addition we identified wording that was removed when consolidating the TPAG and COCAG into the TBCOCAG. This wording provided detail on the number of block activations that the NPAC can process per NPAC region.
- Resolution: INC agreed to make the changes to ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG), as outlined above in the suggested solution and in the associated contribution, INC-2020-00078R002.

- Issue: 0894
- Title: Update INC Guidelines to Make 988 Unassignable as an NPA or a Geographic NPA-NXX
- Statement: The FCC has designated 988 as the 3-digit abbreviated dialing code for the national suicide prevention and mental health crisis lifeline. To prevent any dialing conflicts, INC should review and update its guidelines to make 988 unassignable as an NPA, and to make 988 unassignable as a central office code in any geographic NPAs on a going forward basis.
- Resolution: INC agreed to update section 7.3.8 in ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG), and section 4.2 in ATIS-0300055, NPA Allocation Plan & Assignment Guidelines, as outlined in INC-2020-00086R001.

NGIIF: Next Generation Interconnection Interoperability Forum
- Issue: 0061
- Title: Update ATIS- 0300081, Wireless Interconnections Types and Dial Patterns
- Statement: ATIS 0300081, Wireless Interconnections Types and Dial Patterns, is an old document that has not been reviewed/updated since NIIF was an ATIS committee. There are areas that are easily identifiable to be updated but an entire review of the document should be made to determine if there are other areas of the document that need to be updated or deleted, if new information needs to be included in the document, or should the document be merged with another ATIS NGIIF document.
- Resolution: NGIIF agreed to sunset ATIS 0300081, Wireless Interconnections Types and Dial Patterns. If it is determined that information contained in this document should be retained, a new Issue will be opened to add this language to another NGIIF document.

- Title: Update Section 3 of ATIS-0300010, Next Generation Interconnection Interoperability (NGIIF) Reference Document: Part II, Installation and Maintenance Responsibilities Switched Access Services Feature Group B, C, and D
- Statement: Some service providers have had issues with codes being opened by the LERG effective date. To provide assistance/direction to the service providers in obtaining contact information with having codes open by the effective date, suggest that the link to the NGIIF contact directory be added to Section 3 of ATIS-0300010.
- Resolution: NGIIF updated Section 3 of ATIS-0300010, Next Generation Interconnection Interoperability (NGIIF) Reference Document: Part II, Installation and Maintenance Responsibilities Switched Access Services Feature Group B, C, and D, to add new language on code opening contact information, which includes a link to the NGIIF Contact Directories.

- Statement: NRSC determined the ATIS-0100018, NRSC Pandemic Checklist, Version 2, last updated in 2015, should be updated to reflect lessons learned from the industry and governmental response to the global impacts of the COVID-19 pandemic.

- Title: Repurpose Reason Code (RCODE) 6B for Fraud Prevention Purposes
- Statement: In an effort to allow service providers to better identify port requests that may be fraudulent it is recommended that one of the Resolution Required Codes that is not being used currently be re-purposed.

SNAC: SMS/800 Number Administration Committee
- Issue: 3412
- Title: Provide standardized and centralized management of LOA and LOA processing
- Statement: Every Resp Org has a different and possibly unique LOA process. Somos should standardize the process, centrally store all the forms required so that affected Resp Orgs have easy access to them for processing or historical research. This process should be the only one allowed to move numbers from one Resp Org to another via an LOA.
Since this is a process every Resp Org must manage, it makes sense (and will save significant dollars for the RespOrg community) if this is centrally administered and managed.
- Resolution: The ROC System provides a centralized platform for the submission of LOAs. SNAC completed the development of two standardized LOA forms which Resp Orgs can use with the ROC Portal. One is the standard form and the other allows Resp Orgs to retain their company logo and add their respective legal text to the top of the form.

WTSC: Wireless Technologies and Systems Committee
- Issue: 0087
- Title: Report on WEA Vulnerability Mitigation
- Statement: At the June 2019 MobiSys conference in Seoul, Korea, researchers from the University of Colorado presented a paper titled This is Your President Speaking: Spoofing Alerts in 4G LTE Networks. This paper proposed the first practical spoofing attack on Presidential Alerts, using both commercially available hardware as well as modified open source software. The paper also suggested that Fixing this problem will require a large collaborative effort between carriers, government stakeholders, and cell phone manufacturers. To seed this effort, we also discuss several defenses to address this threat in both the short and long term.
The FCC is aware of the potential vulnerability as identified in this research, and as a result of a recent workshop on this topic, is looking to the industry to provide information on steps to address this threat.

- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received.
