INC: Industry Numbering Committee
- Issue: 0941
- Title: Update 5XX-NXX Guidelines to Make 5XX-555 Codes Available For Assignment
- Statement: Sections 4.7 and 4.7.2 of the Non-Geographic 5XX-NXX Code Assignment Guidelines indicate that the 5XX-555 central office codes are not assignable, and are reserved to avoid potential routing conflicts for Directory Assistance. This precautionary language is a vestige from when these resources were first designated for personal communications services, and predates two significant Guidelines updates: 1) in 2013, to expand the uses of these resources for machine-type communications, and 2) in 2022 to further clarify that calls to 5XX-NXX codes may not be dialable from the PSTN and may route only within the assignee’s network. The concern for potential routing conflicts for Directory Assistance likely never materialized, and is even less concerning now that the primary use of these resources is for machine-type communications.
Under INC Issue 878 in 2019, INC agreed to make 5XX-N11 codes, except for 5XX-911 codes, available for assignment. To ensure the most efficient use of these resources, INC should consider making 5XX-555 codes available for assignment.
- Resolution: INC agreed to update ATIS-0300052, Non-Geographic 5XX-NXX Code Administration Guidelines, with the updates reflected in INC-2022-00083R000. Implementation will be contingent on the approval of the NANPA Change Order.

- Issue: 0949
- Title: Update first footnote in Section 3.1 of ATIS-0300050 CIC Assignment Guidelines
- Statement: The first footnote in Section 3.1 of ATIS-0300050 CIC Assignment Guidelines states the limit of two FG D CIC assignments is temporary, however, paragraph 31 of FCC 97-125 does not state the restriction is temporary.

31. We modify the conservation plan as follows:
-Entities with only one Feature Group 0 CIC assignment (whether it is a three digit CIC or a four digit CIC), lIS and who are currently ineligible to receive another CIC, may apply for and receive a second CIC;
-An entity that has no CICs upon the effective date of this Second Report and Order may apply for and receive two four digit Feature Group D CICs;
-Each entity that had only one CIC, and received an additional CIC under the intraLATA presubscription exception to the conservation plan,116 may decide itself how it will use its second CIC;
-Entities with two or more CICs (whether they are three digits or four digits), may not receive any additional CICs; and
-Bellcore may assign only four digit Feature Group D CICs.
NANPA suggests removing “temporary” from the first footnote in Section 3.1 of ATIS-0300050 CIC Assignment Guidelines.
- Resolution: INC agreed to update ATIS-0300050, Central Office Code (CIC) Assignment Guidelines, with the updates reflected in INC-2023-00083R000.
- Status: Final Closure
- Issue: 0952
- Title: Update TBCOCAG Section 11 – Reclamation when there is an AOCN of Record
- Statement: CIGRR documented and agreed to reclamation procedures (CIGRR Issue C285a) for iconectiv TRA and the NANPA to follow when an AOCN has not disconnected the reclaimed NXD seven calendar days after NANPA has notified the SP of the reclamation. The TBCOCAG Section 11 - Reclamation And Return Of Numbering Resources should be updated to be in line with the CIGRR established procedures.
- Resolution: INC agreed to update ATIS-0300119 Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Section 11, Reclamation And Return Of Number Resources, to direct NANPA to send reclamations to TRA seven calendar days after the reclamation was approved by the appropriate regulatory authority and the AOCN BIRRDS input deadline has passed as shown in INC-2023-00048R0002.

- Issue: 0953
- Title: Update TBCOCAG Section 10 – Mass Modifications based on CIGRR Utility Procedures changes
- Statement: Utility Requests submitted to TRA with Expedited Effective Date Timeframes may not be able to be accommodated due to timeframes for utility processing and auto-reschedule impacts. The Utility Process will fail if auto-reschedule is required and/or effective dates may need to be changed, thus not matching NANPA’s records. CIGRR reviewed these scenarios and agreed to modify the Utility Procedures with Expedited Timeframes (CIGRR Issue C291). The TBCOCAG Section 10 – Mass Modifications should be updated to align with the CIGRR agreed Utility Procedures.
- Resolution: INC agreed to Update ATIS-0300119 Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines Section 10, Mass Modification, to no longer allow expedited mass modification requests to align with the agreed to TRA processing times in the CIGRR Utility Procedures, as shown in INC-2023-00050R000.

STEP: Sustainability in Telecom: Energy and Protection Committee
- Issue: 0206
- Title: Revision of ATIS 0600015.03.2016 (R2021), Energy Efficiency for Telecommunication Equipment: Methodology for Measurement and Reporting for Router and Ethernet Switch Products
- Statement: There are technical difficulties in energy efficiency measurements for routers and switches with a high number of very high-speed ports.
- Resolution: This issue was resolved with the publication of ATIS-0600015.03.2023, Energy Efficiency for Telecommunication Equipment: Methodology for Measurement and Reporting for Router and Ethernet Switch Products.
- Status: Final Closure

- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
