ATIS and Industry Partners Take Major Step Toward Authenticating Cross-Border Calls and Protecting Consumers
WASHINGTON, Sept. 10, 2026 — The landmark initiative this sets into action will help protect consumers from fraudulent calls that originate outside of the U.S.
ATIS today announced that a landmark initiative to enable foreign-originating voice service providers to authenticate calls that originate outside the United States and terminate in the U.S. The Cross Border Call Authentication Governance Authority (CBCA-GA) has received Secure Telephone Identity Governance Authority (STI-GA) interoperability approval — a major step to further trusted calling globally and provide more tools in the fight against illegal calling.
Approval of the newly established CBCA-GA’s request to interoperate with STI-GA protocols expands the benefits of STIR/SHAKEN, authenticated calling, and provider accountability beyond U.S. borders. As a result, global service providers who participate in the CBCA framework can ensure the call authentication benefits of STIR/SHAKEN reach U.S. customers.
The CBCA-GA, a non-jurisdictional governance authority with a structure similar to that of the STI-GA, is managed by ATIS and the CBCA Oversight Committee, whose founding members are Bandwidth, Google, Microsoft, and RingCentral.
The CBCA-GA follows the STIR/SHAKEN standards required by the FCC and provides a secure calling ecosystem designed to enhance the trustworthiness of voice communications that may cross national boundaries. Its primary goal is to help prevent fraudulent and spoofed calls, particularly those originating outside a country’s borders, by establishing a secure root of trust for call authentication in all-IP traffic exchange scenarios.
