
STIR/SHAKEN has been successfully deployed in the U.S. for several years now, but initial deployments encountered a range of issues, including Session Border Controller configurations, SIP signaling fragmentation, and the need for network software upgrades. These problems have been largely addressed for calls within the U.S., but SHAKEN has not yet been deployed between countries, although discussion for exchange between the U.S. and Canada is underway. ATIS-1000087 and ATIS-1000087.v002 specify mechanisms that support cross-border SHAKEN for national SHAKEN deployments, as well as for international deployments (i.e., not tied to any single nation), such as this Cross Border Call Authentication (CBCA) initiative.
Deploying cross-border SHAKEN internationally requires changes to the SHAKEN certificate management infrastructure (STI-PA/STI-CA) and testing to verify these changes. Cross-border calls introduce new equipment in the signaling path (e.g., international gateways), require support for new number plans, and new formats for the Service Provider Code tokens. These changes have the potential to create new failure mechanisms for end-to-end SHAKEN. The CBCA tests outlined in this document were intended to identify and resolve potential issues that could impact successful deployment of STIR/SHAKEN for all international calls.
