On the telecommunications policy front, 2025 has been an active year in Washington. ATIS has been tracking and engaging on a variety of ongoing proceedings and developments — from the Federal Communications Commission (FCC) to Capitol Hill and beyond. Below you will find policy insights on our activities related to the FCC, Congressional initiatives, and the Executive Branch.
Communicating the Value of ATIS Standards
In response to an FCC request for information on ATIS standards, ATIS developed Understanding the Role and Value of ATIS Standards a briefing to explain our work and its value. ATIS shared the document with the FCC in October to inform the new administration on key aspects of the ATIS’ standardization and solutions
process — underscoring their importance to the information and communications technology industry. It discusses topics including how ATIS’ work is critical to global standardization efforts as well as its technical and economic benefits; the consensus-based process of developing industry-driven standards; the definition of a standard and how it differs from regulation; as well as the values underpinning ATIS’ standardization work: Openness, Fairness, Voluntary, and Contribution-Driven. True to its mission, ATIS continues to engage with policymakers to advance the consensus-based standards developed in its various committees and forums.
Responses and Guidance to the FCC
ATIS supplied comments to several critical proceedings launched by the FCC this year. These include dockets on issues critical to our members’ business imperatives as well as those of the larger industry:
- Countering illegal robocalls
- Large-scale rate center consolidation
- Truth-in-billing
- Alternatives to position, navigation, and timing (PNT)
- Wireless emergency alerts
- Implementation of next generation 911 (NG911) services
- Wireless E911 location accuracy requirements
- Resilient networks and disruptions to communications (DIRS reporting)

Congressional Activity
On Capitol Hill, the passage of the One Big Beautiful Bill Act (OB3) on July 4, 2025, was a landmark development for our industry. It contained several important provisions pertaining to tax policy, investment incentives, provisions of at least 800 MHz of federal spectrum to be made available for commercial use, as well as the restoration of FCC spectrum auction authority. Looking toward the future, ATIS sees Congress as a critical federal partner for advancing the interests of the ICT industry, particularly as the world begins to look toward 6G readiness.
Executive Branch Engagement
As with industry, AI has become a focal point of government discussion and policymaking. In July, the White House unveiled America’s AI Action Plan, setting the U.S. on a path toward global artificial intelligence leadership. The White House Office of Science and Technology Policy (OSTP) has been tasked with leading federal initiatives to enhance American competitiveness and technological edge in advanced technologies, and discussions throughout the federal government on how to approach AI in the context of standardization, regulation, economic growth, and 6G integration are ongoing.
Amidst rapid changes in federal leadership, staffing, and reorganization, Washington remains a highly dynamic environment. ATIS maintains a watch on policy developments to best enable its members to advance U.S. interests and technological leadership.
