ESIF: Emergency Services Interconnection Forum
- Issue: 0108
- Title: Identify and develop adaptations to existing Dispatchable Location (DL) test methodology to better measure handset-based DL performance
- Statement: Handset-based location today plays a leading role in providing accurate geodetic X/Y/Z location for 9-1-1 calls. Civic address information provided by handsets or other potential sources, in various potential forms, remains a highly sought-after goal for public safety. Mobile smart phone devices are increasingly maintaining knowledge of their physical location, including, where appropriate, learning the recurring habits of their owners and frequented locales. This can include the civic addresses and other relevant information associated with such locales. Such awareness may be intended for commercial purposes but can also benefit the reporting of a users position in the event of a 9-1-1 call. Current testing methodologies assume memoryless test devices in fresh test locations that have typically not been visited for months (if ever) by the handsets under test. They call for dedicated test handsets that are affixed to a test cart that is wheeled throughout pre-selected test buildings. This setup does not provide a realistic reflection of normal handset use by real users, including in many common, frequented locations, e.g., at home or in office. This approach creates a challenging and artificial gap between the experience of an actual person dialing 9-1-1 on their own mobile phone in an emergency, and the procedure followed in the test bed. Needed is an expansion to the existing test methodologies to encompass a mix of test regimes, including test scenarios, locations, device types, and testers, in which the effects of handsets in normal use by real users can be included in the test campaign.

- Title: Update ATIS-0500032, ATIS Standard for Implementation of an IMS-based NG9-1-1 Service Architecture, to maintain functional alignment with NENA i3 standard.
- Statement: ATIS-0500032, ATIS Standard for Implementation of an IMS-based NG9-1-1 Service Architecture, specifies the architecture, functional elements, call flows, protocols, and interfaces associated with an IMS-based NG9-1-1 service architecture. This Issue proposes updates to ATIS-0500032 to align with the updates being made to the NENA i3 standard to maintain functional alignment. This includes topics such as the authentication of caller identity, Resource-Priority Header and Priority header information associated with PSAP callbacks. When an NG9-1-1 PSAP initiates a callback call, it will include Identity headers signed using credentials that are traceable to the PSAP Credentialing Agency (PCA). Enhancements are needed to ATIS-0500032 to allow an IMS-based NG9-1-1 Emergency Services Networks to determine whether the signatures in the Identity headers received from an NG9-1-1 PSAP are valid before interacting with an authentication service to apply SHAKEN caller identity and RPH/Priority header authentication/signing.
Other enhancements may be needed to maintain functional alignment with the NENA i3 standard. Enhancements to 3GPP IMS architecture will also be considered.

- Title: Review NPA Code Relief Planning and Notification Guidelines for necessary updates
- Statement: ATIS-0300061, NPA Code Relief Planning and Notification Guidelines should be reviewed and updated regularly to ensure they remain relevant, effective, and aligned with current best practices and technological advancements. Regular updates incorporate feedback from users, and maintain the integrity and applicability of the guidelines.

- Title: General Review and possible updates to ATIS-0300065, Location Routing Number (LRN) Assignment Practices
- Statement: With the recent completion of INC Issue 0977, Update the ATIS-0300065, Location Routing Number (LRN) Assignment Practices for the combined NANP Administration System (NAS), it is recommended that an overall general review and update be performed.

- Issue: 0962
- Title: Update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines to include a notification to NANPA when an OCN no longer has an AOCN (CIGRR Issue C301)
- Statement: In an effort to improve numbering resource conservation, NANPA begins reclamation procedures when it becomes aware that a service provider may have gone out of business
It may be useful for NANPA to be notified when an OCN in BIRRDS has its AOCN removed (records transferred to EMB1)
Providing NANPA with notification (either via email at the time of the transfer or via a monthly report) may be beneficial to NANPA in its activities related to resource reclamation.
This item has been accepted as an Issue during the July 2023 meeting as Issue C301.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines with the changes reflected in INC-2024-00114R001 to direct NANPA to follow the abandoned resource process when notified that a Service Provider might be going out of business. This Issue will be in Initial Pending until the implementation of the combined NAS, to minimize document updates.

- Issue: 0978
- Title: Update the ATIS-0300070, Guidelines for the Administration of Telephone Numbers for the combined NANP Administration System (NAS)
- Statement: A few changes need to be made to ATIS-0300070, Guidelines for the Administration of Telephone Numbers to align with changes in the combined NANP Administration System (NAS). These changes include:
• Changing references of PA to NANPA (as appropriate)
• NXX to Central Office (CO) Code (NXX) or CO Code (NXX) as appropriate
• Block to Thousands-Block
• Capitalized glossary terms to align with other guidelines
• Spelled out first instance of acronyms in each section
- Resolution: INC agreed to update ATIS-0300070, Guidelines for the Administration of Telephone Numbers with the changes reflected in INC-2024-00052R003. This Issue will remain in Initial Pending until the implementation of the combined NAS.

OBF: Ordering and Billing Forum
- Issue: 3665
- Title: Removal of SSN/TaxID field
- Statement: History: In May, 2005, the LNPA WG agreed the SSN/TaxID field would not be required, and the NANC endorsed the position. "It is the position of the LNPA WG that the consumer’s Social Security Number/Tax Identification Number shall not be required on an LSR/WPR to port that consumer’s telephone number if the consumer’s Account Number associated with the Old Local Service Provider is provided on the LSR/WPR for identification." At its May 2005 meeting, the North American Numbering Council (NANC) endorsed the LNPA-WG’s position as stated above, and agreed to send a letter to the FCC with its endorsement of the LNPA-WG position. Today: The world has certainly changed since 2005, and technology has flourished. In light of the current state-of-affairs with fraud and data breaches, T-Mobile appreciates the ATIS OBF committee’s consideration of removing the SSN/TaxID field all-together. Although many service providers ceased using this field in or around 2005, we feel having the field present could lead to unwanted situations for any service providers that may not fully understand that they do not ‘have’ to populate it. This subject came up on a conference call internally, some questioning ‘why’ we should even allow someone to populate a SSN – it seemed to folks on our call that removing the field all together was an organic way to safe and effectively avoid confusion.
- Resolution: The notes column in the data dictionary for the SSN TAX ID field shall be updated to reflect that this field should be left blank and not used for validation purposes due to personal identification concerns.

- Title: Access Service Ordering Guidelines (ASOG) – Expand the Error Message field (Practice 10) an additional 60 characters
- Statement: There is a business need to expand the ERROR MESSAGE field from the current 120 alphanumeric characters to 180 alphanumeric characters to allow for additional text/information being sent to the customer to better explain the reason for the ERROR MESSAGE.
- Resolution: Expanded the ERROR MESSAGE field to 180 alphanumeric characters on Practice 10 (ERROR MESSAGE).

STEP: Sustainability in Telecom: Energy and Protection Committee
- Issue: 0213
- Title: Review and Update ATIS Electromagnetic Pulse (EMP) Event Mitigation Best Practices
- Statement: There is a need to update EMP Best Practices based on global threats and technological advancements in shielding of communications building structures. The work will look at Electromagnetic Pulse (EMP) events, of natural occurrence such as sunspots and man-made.

- Title: Fault Managed Power System (FMPS) - Electrical Protection Criteria
- Statement: ATIS' Technical Report "TR ATIS-0600040 Fault Managed Power Distribution Technologies – Human Contact Fault Analysis" does not address the electrical protection of these systems and ATIS can provide recommendations.

WTSC: Wireless Technologies and Systems Committee
- Issue: 0106
- Title: Transfer of OMA Location Working Group MLS/MLP. SUPL, and LPPe Enablers to WTSC
- Statement: Due to changes in the industry, OMA BoD is changing focus away from maintenance of Enablers developed in the OMA Loc WG. As a result, there is a need to move the MLS/MLP, SUPL, and LPPe Enabler Specifications to an SDO that can provide the leadership and participation necessary to maintain and evolve these Enablers for the foreseeable future.

- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
