INC: Industry Numbering Committee
- Issue: 0918
- Title: Update language to the TBCOCAG regarding the cancellation of CO Code and Thousands-Block Disconnects for the new combined NAS
- Statement: With the new combined NAS, some enhancements are being implemented for users who wish to withdraw and cancel Thousands-Block and CO Code Disconnect requests. With this change, NANPA is suggesting updates to the language in ATIS-0300119 Thousands-Block (NPA-NXX-X) and Central Office Code (NPA-NXX) Administration Guidelines Sections 11.1.8 (Thousands-Blocks), 11.2.14 (Pooled CO Codes), and 11.3.12 (Non-Pooled CO Codes) to incorporate changes in the new combined NAS.
In addition, we recommend updating the language and formatting in Section 11.1.8 (Thousands-Blocks) to be in alignment with 11.2.14 (Pooled CO Codes), and 11.3.12 (Non-Pooled CO Codes) for consistency.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2021-00104R002. This Issue will go into Initial Pending contingent on the release of the combined NAS.

- Issue: 0919
- Title: Add language to the TBCOCAG indicating that service providers shall forward the PAS-BCR-NXD-Only-Utility and/or NAS-ACD-NXD-Only-Utility to TRA for mass modification request
- Statement: NANPA has found multiple instances where service providers have used the mass modification process but have not forwarded the PAS-BCR-NXD-Only-Utility or NAS-ACD-NXD-Only-Utility to TRA for processing. The service provider has either updated the NXD manually, submitted a different utility to TRA for processing or performed a bulk upload with TRA; which means the BCR and ACD records are not updated and are out of sync with PAS and NAS.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2021-00106R000.

- Issue: 0920
- Title: Add language to TBCOCAG Section 5.3.3 c) indicating that an Appendix 2 Thousands-Block Months to Exhaust Certification Worksheet – TN Level shall not be required for an Initial Dedicated Customer Request
- Statement: For the new combined NAS, NANPA suggests updating ATIS-0300119 Thousands-Block (NPA-NXX-X) and Central Office Code (NPA-NXX) Administration Guidelines Section 5.3.3 to state that an Appendix 2 Thousands-Block Months to Exhaust Certification Worksheet TN Level shall not be required for an Initial Dedicated Customer request since the entire NPA-NXX is assigned to a single customer and a customer letter is required and an Appendix 1 CO Code Months to Exhaust Certification Worksheet TN Level is not required for an Initial Non-Pooled CO Code.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2021-00108R000. This Issue will go into Initial Pending contingent on the release of the combined NAS.

- Issue: 0921
- Title: Update language to the TBCOCAG Section 11.1.9.5 to state a Thousands-Block shall be made available 45 calendar days from the Part 3 Effective Date
- Statement: The language in ATIS-0300119 Thousands-Block (NPA-NXX-X) and Central Office Code (NPA-NXX) Administration Guidelines Section 11.1.9.5 does not match existing process. Currently it states that the PA shall make the Thousands-Block available for assignment 45 calendar days after the NPAC has confirmed that a Thousands-Block has been disconnected in the NPAC. The existing process is that a Thousands-Block is made available for assignment 45 calendar days from the Part 3 Effective Date.
NANPA suggests updating Section 11.1.9.5 does not match existing process.

- Issue: 0922
- Title: Add language to the TBCOCAG indicating the documentation needed for a Type 1 to Type 2 Thousands-Block transfer
- Statement: ATIS-0300119 Thousands-Block (NPA-NXX-X) and Central Office Code (NPA-NXX) Administration Guidelines does not currently specify the documentation needed for a Type 1 Interconnect Service Provider to Type 2 Interconnect Service Provider Thousands-Block transfers. This issue suggests adding further direction for Type 1 Interconnect Service Provider to Type 2 Interconnect Service Provider Thousands-Block transfers and adds additional details regarding transfers not related to merger, acquisition or Type 1 Interconnect Service Provider to Type 2 Interconnect Service Provider Thousands-Block transfers.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2021-001115R001.

NRSC: Network Reliability Steering Committee
- Issue: 0053
- Title: Request for Change to Telecommunications Service Priority (TSP) 2 Outage Reporting Threshold
- Statement: Following the resolution of Issue 0044 (FCC Request NRSC to Further Investigate TSP Rule Change), NRSC proposed the FCC change the reporting threshold for TSP 1 and TSP 2 to four hours (from 30 minutes). This change would result in an estimated 40% reduction in reports, as well as reducing the number of withdrawn reports by approximately 60%.
In November 2021, FCC staff noted that this proposal was under review, and indicated the FCC was more receptive to changes to TSP 2 reporting thresholds. FCC staff also requested that NRSC formally file a request for any changes, in order to ensure appropriate transparency and equitable access for the proceeding.

- Issue: 0054
- Title: Request for Change to Wireless Outage Reporting Threshold
- Statement: In concluding NRSC Issue 0046, Impact of Rule Changes to Wireless Reporting, NRSC reviewed member wireless outage report data and confirmed that the increase was due to the rule change rather than a change in wireless network reliability. After examining a duration-based de minimis, a cell site-based de minimis, and a change to how the Potential User Minutes Affected (PUMA) threshold, NRSC proposed a dual site-based de minimis (5 sites for Rural Service Areas, 15 sites for Metropolitan Service Areas) to reduce the volume of less useful reports. This proposed solution (NRSC-2020-00115R010) was presented to the FCC on January 13, 2021.
In November 2021, FCC staff indicated that they were considering this proposal, but were not particularly receptive to it. It was also suggested that if NRSC would like to pursue this, they should consider a formal petition for rule change with the FCC asking for a change in the reporting threshold.

- Title: Determine Best Methods to Normalize Network Growth
- Statement: During a meeting with FCC staff in November 2021, the FCC suggested that they were examining methods to normalize outage data with relation to network growth and requested that NRSC should also examine its own resources. This is particularly in relation to broadband and OC3 networks.

- Title: Review and Update ATIS-0100019, Emergency Preparedness & Response Checklist
- Statement: NRSC determined the ATIS-0100019, Emergency Preparedness & Response Checklist, should be updated to reflect lessons learned from the industry and governmental response to the COVID-19 pandemic, as well as active hurricane and fire seasons in 2020.
- Resolution: As the result of learnings from COVID-19, and other disasters (e.g., 2020 and 2021 hurricanes and wildfires) ATIS NRSC revised ATIS-0100019, NRSC Emergency Preparedness and Response Checklist, by structuring the document and adding additional best practices. NRSC will publish ATIS-0100019(2022-01), NRSC Emergency Preparedness and Response Checklist, in January 2022.

OBF: Ordering and Billing Forum
- Issue: 3659
- Title: Access Service Ordering Guidelines (ASOG): New Valid Entry ‘C’ for Network Facility Requirement Type (NFRT) field
- Statement: There is a need to add a new Valid entry C = Complex Build second character of NFRT field. The request from Frontier is there are stated intervals for Minor and Major builds, but wants to add Complex Build indicating there is not a stated interval, however the date is provided on FOC.
- Resolution: Added NFRT value C to recognize there is a Complex build and the DD will be provided on FOC.

- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
