INC: Industry Numbering Committee
- Issue: 0935
- Title: Modifications to ATIS-0300050 Carrier Identification Code (CIC) Assignment Guidelines Reports
- Statement: Modifications to ATIS-0300050 Carrier Identification Code (CIC) Assignment Guidelines Reports
- Resolution: INC agreed to update ATIS-0300050, Carrier Identification Code (CIC) Assignment Guidelines, with the updates reflected in INC-2022-00057R001, -00085R000, -00086R000, and -00087R000.
- Status: Final Closure
- Issue: 0936
- Title: Update Pooled CO Code and Non-Pooled CO Code Transfer sections to require Certification and Proof of Facilities Readiness documentation when the CO Code being transferred is the Initial Resource in the Rate Center
- Statement: Section 9.1.9 states “If the Thousands-Block being transferred shall be the Initial Block for the Rate Center, the SP shall ensure that it satisfies the license and/or Certification requirements and facilities readiness requirements (see Section 4.8) and provide the appropriate documentation with the transfer request.” Similar language requiring proof of certification and facilities readiness when a Pooled or Non-pooled CO Code being transferred is the initial resource for the receiving SP should be added to Sections 9.2.6 and 9.3.5 of the ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2022-00066R001.

- Issue: 0937
- Title: Update Pooled CO Code and Non-Pooled CO Code Transfer sections to require a Part 4 be on file for CO Code transfers when the Part 4 due date has passed
- Statement: Section 9.1.9 states “If a Part 4A Confirmation of Thousands-Block in Service is not on file for the Thousands-Block that is being transferred, and the Part 4A due date has passed, then the PA shall deny the request to transfer the Thousands-Block until a Part 4A is received from the appropriate regulatory authority.” Similar language requiring having a Part 4 on file when the Part 4 Due Date has passed should be added to 9.2.6 and 9.3.5 of the ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2022-00068R000.

- Issue: 0938
- Title: Update the TBCOCAG to include direction for the PA when handling Unavailable Thousands-Block Assignment Preferences
- Statement: INC Issue 915, Update TBCOCAG Language Regarding NANPA’s handling of Unavailable Code Assignment Preferences INC added direction on how NANPA should handle unavailable code assignment preferences to ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG); similar language should be added for Thousands-Block assignments.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2022-00070R000.

- Issue: 0939
- Title: Revisit Use of Pre-Planning Checklist for Non-Geographic Resources
- Statement: NANPA recently received a 9YY application using a pre-planning checklist. The applicant used the incorrect pre-planning checklist, however, since Non-Geographic resources (5XX-NXX and 9YY-NXX) use a fictitious switch CLLI NANPA felt INC should revisit the use of a pre-planning checklist as it provides no real value in determining if facilities are in place.
- Resolution: INC agreed to update ATIS-0300060, 9YY NXX Code Assignment Guidelines, and ATIS-0300052, Non-Geographic 5XX-NXX Code Administration Guidelines, with the updates reflected in INC-2022-00072R001 and -00073R000 respectively.
- Status: Final Closure
- Issue: 0940
- Title: Additional Updates to the TBCOCAG forms for the new combined NAS
- Statement: Additional updates to the TBCOCAG forms are being suggested by NANPA based on inconsistencies discovered while building the new combined NAS. NANPA’s proposed consistency updates include:
• Placing all checkboxes to the left of the text
• Using E-mail vs Email
In addition, NANPA suggests the following changes to forms:
Part 1
• Remove Rate Center w/MTE (system will determine if MTE is needed)
• Add Update BIRRDS/LERG™ Yes/No checkboxes for Dedicated Customer and ISP Thousands-Block Port requests
• Remove Yes/No checkboxes next to Modification and Disconnect (identified at top of the form)
Part 1B
• Remove SOA from NPAC SOA SPID
The forms associated with this issue would replace the forms in Issue 897.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2022-00078R001, -00079R000, -00080R000, and 000081R000. These forms will replace those in Issue 897.

OBF: Ordering and Billing Forum
- Issue: 3661
- Title: Modify Quantity (QTY) field on Combo Order to allow for 2 Ethernet Virtual Connections (EVCs)
- Statement: There is a business need to expand Combo orders to allow 2 EVCs to be ordered in conjunction with the UNI.
- Resolution: Updated the EVC practice to allow 2 EVCs to be ordered in conjunction with the UNI.

Definitions
- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
