ESIF: Emergency Services Interconnection Forum
- Issue: 0100
- Title: High-Level Description and Operational Guidelines for ATIS-0500036
- Statement: ATIS-0500036, ATIS Standard for IMS-based Next Generation Emergency Services Network Interconnection specifies the architecture, functional elements, call flows, protocols, and interfaces to support the interactions between an IMS-based Next Generation (NG) Emergency Services Network and legacy and other Next Generation Emergency Services Networks to facilitate the delivery of initial emergency calls that are required to be routed to another Emergency Service Network and the transfer of emergency calls between Emergency Services Networks.
With the publication of the ATIS-0500036, there is a need for creating a technical report that explains the architecture and core functionality described in ATIS-0500036, without depending extensively on technical terms, to provide Public Safety with insight into the interconnection of IMS-based Next Generation Emergency Services Networks with other (legacy and Next Generation) Emergency Services Networks and the operational impacts associated with such network interconnection. This document is intended to be informative in nature.

- Title: Conceptual Architecture for ATIS-0700028.v002
- Statement: There is a need for a Conceptual Architecture document for ATIS-0700028.v002 (Location Accuracy Improvements for Emergency Calls [version 2]) that provides information regarding location information that may be provided by the NEAD and/or External Location Services.
- Resolution: Created a new standard: ATIS-0500042, Conceptual Architecture Implementation Guidelines for ATIS-0700028 (Location Accuracy Improvements for Emergency Calls).

- Title: Define an Integrated X/Y and Z-Axis Indoor Test Methodology
- Statement: Business Need: Commercial, deployed 9-1-1 location solutions are beginning to report a Z-axis vertical height result on a consistent basis, along with the existing horizontal position result. Current E9-1-1 testing methodologies, as defined in ATIS standards, are not yet optimized for this development for the following reasons:
The standards that define X/Y testing are separate from the standard that defines Z-axis testing.
The existing ATIS guidelines for Z-axis testing were developed specifically for barometric-pressure-based technologies. Enhancements to the X/Y test methodology have been defined to mitigate device memory effects, and these improvements can also be extended to address Z-axis testing. Needed is a merged testing approach for emerging and deployed 9-1-1 location technologies to accurately measure both horizontal and vertical performance in the indoor Test Bed, while being efficient and technology neutral. This approach should reflect enhancements in handset-based technologies and handset behavior, and should address emerging non-barometric-centric Z-axis technologies.
Issue Statement: This issue proposes to create an integrated indoor test methodology for simultaneously measuring X/Y and Z-axis performance, drawing from the following existing ATIS standards:
-ATIS-0500031.v002, Test Bed and Monitoring Regions Definition and Methodology -ATIS-0500013, Approaches to Wireless E9-1-1 Indoor Location Performance Testing -ATIS-0500030, Guidelines for Testing Barometric Pressure-Based Z-axis Solutions
-ATIS-0500038, Recommendations for Extensions to Indoor Test Methodology
This issue also proposes to extend the indoor testing methodology to account for additional emerging height determination technologies, including WiFi-based techniques, so that Z-axis testing in the production environment is technology agnostic. Given the greater use of WiFi signals for both X/Y and Z determination, test techniques incorporating a greater degree of motion while testing are likely to be needed to ensure a reasonable level of independence between successive location fixes and accurately characterize the performance that actual 9-1-1 callers would encounter, as envisioned in ATIS-0500038. Such considerations will be taken into account when extending and merging existing X/Y and Z-axis testing methodologies into a unified test framework.

NRSC: Network Reliability Steering Committee
- Issue: 0048
- Title: Update ATIS-0100021, Analysis of FCC-Reportable Service Outage Data Version 2
- Statement: NRSC determined that ATIS-0100021, Analysis of FCC-Reportable Service Outage Data Version 2, should be updated to incorporate Part 4 rule changes.
- Resolution:

- Issue: 0042
- Title: Investigating Diverse Requests for Outage and Emergency Data from Multiple Agencies
- Statement: NRSC members are aware of diverse requests for outage and emergency data from multiple agencies at various levels of government and are concerned with the impact and resource requirements to the reporting companies.
- Resolution: The NRSC Regulatory Subcommittee created a state reporting requirements matrix and analyzed the state requirements and provided a position paper entitled State Regulatory Network Outage Reporting Requirements for Requests for Data. Both documents were created for NRSC member use and are available in the NRSC Reference Documents folder.

- Title: Access Service Ordering Guidelines (ASOG): Remove Verizon Specific Fields from ECI Documentation
- Statement: Remove 7 Verizon specific fields from the ECI documentation (Practice 025) that are no longer used.
- Resolution: Removed the following 7 Verizon specific fields that are no longer used in the ECI documentation (Practice 025): DCIR, TIER, ELTN, 911ID, CBAN, IFID and ITID.

WTSC: Wireless Technologies and Systems Committee
- Issue: 0090
- Title: North American Microwave Spectrum Bands (United States, Canada, and Mexico)
- Statement: WTSC Issue Statement 84 has been worked since August 2018 resulting in the revision of and inclusion of Mexico spectrum bands of ATIS standard ATIS-0700040, North American Spectrum Bands (United States, Canada, and Mexico). In correlation with this standard, a need has been identified to develop a separate microwave only standard that is a companion to the on-going development of WTSC Issue Statement 84.
With ever increasing complexity of spectrum needs and uses in North America (including Mexico), the material in this standard may require periodic updates.

- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
