ATIS today announced the release of Organizational Digital Identity and Telecom Verifiable Credential: Governance Model and Management, a comprehensive framework for governing, vetting, and managing Organizational Digital Identities (ODIs) and Organizational Attributes (OAs) through verifiable credentials. The framework strengthens providers’ ability to verify and trust the identity of enterprise organizations participating in communications networks.
The new model defines a clear pathway for establishing trust and interoperability among telecom service providers, enterprises, and regulators by enabling cryptographically verifiable evidence of organizational identity. This capability is increasingly essential to ensuring security, integrity, and user confidence in enterprise communications.

Its release is timely as its capabilities are consistent with a new FCC campaign to tackle illegal robocalls at every point in the call path under a recently issued Further Notice of Proposed Rulemaking.
Developed through the ATIS Enterprise Identity Initiative, the framework introduces a multi-tiered governance model defining roles, policies, and processes for credential issuance, validation, and oversight. It also establishes the concept of a Telecom Credential Governance Authority to ensure credential integrity, interoperability, and lifecycle assurance.
The paper outlines how verifiable credentials can integrate with existing STIR/SHAKEN and Rich Call Data (RCD) frameworks to enable end-to-end verification of organizational identity for calling and messaging. It further highlights how integrating existing trusted organizational digital identity into telecom infrastructure, the industry can significantly elevate the integrity of communications.
By delivering a structured governance model for identity based verifiable credentials, this work lays the foundation for future ATIS standards and industry collaboration to advance the trusted exchange of verified identity information across global communications networks.
