Delivering Targeted Alerts – Advancing the Wireless Emergency Alerts 3.0 System An ATIS Webinar

WHAT: A forthcoming ATIS webinar, Delivering Targeted Alerts – Advancing the Wireless Emergency Alerts 3.0 System, features key industry experts presenting the advanced geo-targeting capabilities of WEA 3.0.

BACKGROUND: In early May 2019, ATIS advanced the Wireless Emergency Alerts (WEA) system by publishing four critical standards setting WEA 3.0 into action. These are for use by Commercial Mobile Service Providers (CMSPs), Federal Alert Gateway Providers, infrastructure vendors, Operating System (OS) providers, Original Equipment Manufacturers (OEMs), and chipset manufacturers in developing an end-to-end WEA 3.0 system. These standards address key capabilities, including 24-hour message retention in the device and device-based geo-fencing (DGBF) for improved geo-targeting of WEA messages. Aspects of DBGF addressed in the standards include a limit of 10 circles/polygons and a maximum of 100 total coordinates that can be sent by an Alert Originator (AO) in a WEA 3.0 message; device location determination to support the 0.1 mile overshoot requirement; handling of alert presentation for devices initially outside the alert polygon that later rove into the polygon; and more. Targeted to Public Safety and Emergency Managers and open to all interested parties, the webinar overviews how these WEA enhancements are intended to perform in the field in support of the AOs.
