WASHINGTON, May 29, 2025 – The Secure Telephone Identity Governance Authority (STI-GA) today announced the election of a new Chair and Vice Chair to lead the U.S. SHAKEN (Signature-based Handling of Asserted information using toKENs) ecosystem. SHAKEN provides a mechanism for service providers (SPs) to help consumers evaluate the accuracy of displayed Caller ID information.
The STI-GA voted to make Glenn Clepper of Charter, who represents NCTA – the Internet & Television Association, the new Chair of the STI-GA Board of Directors. Gunnar Halley of Microsoft, representing the VON Coalition, has been elected Vice Chair. Both Clepper and Halley will serve three-year terms in their new positions.
Clepper was initially elected Vice Chair at the 2018 launch of the STI-GA. Halley has also operated as a Board Director since the STI-GA’s launch. This change in leadership is the STI-GA’s first since its inception.

The STI-GA Board also recognized its former Chair, Linda Vandeloop, AT&T. Ms. Vandeloop has chaired the STI-GA since 2018. She helped oversee the genesis of the SHAKEN ecosystem in 2019 and its growth from just a handful of participants to more than 1,500 today.
“Linda’s leadership has been critical in getting us to where we are today with a fully functioning, industry-run and funded SHAKEN ecosystem working to mitigate illegal robocalling,“ said new STI-GA Chair Glenn Clepper.
The SHAKEN ecosystem has experienced tremendous growth over its initial five years, and yet it is clear that it is not finished growing, as new providers continue to join. Strong industry leadership will continue to be necessary as the SHAKEN ecosystem evolves to meet new challenges.
