This report reflects a significant collaborative effort by industry experts across ATIS member companies and captures the industry’s position on dynamic spectrum sharing (DSS). It serves as a forward-looking reference outlining key technical, operational, and policy considerations for effective DSS.
The document is intended to inform the reader on potential DSS frameworks, the technology’s current status, and areas for further study. It is designed to enable member companies to reference and share the report in engagements with government stakeholders, supporting a consistent industry perspective on dynamic spectrum sharing.
The report also aligns with and provides context for ongoing related activities, including:
- The NTIA Spectrum Pipeline Study under the OBBBA framework, focused on identifying spectrum for non-Federal use (exclusive and shared)
- FY 2027 OMB/OSTP research priorities, including AI techniques optimized for wireless systems and novel approaches to spectrum sharing
- The DoD’s planned large-scale dynamic spectrum sharing demonstration to inform federal and commercial coexistence approaches
