- Issue: 0165
- Title: Update procedures in ATIS-1000087, Mechanism for Initial Cross-Border Signature-based Handling of Asserted information using toKENs (SHAKEN)
- Statement: ATIS-1000087 proposed an initial mechanism to support cross-border SHAKEN at a time when the U.S. was the only country deploying SHAKEN. Today, SHAKEN has been deployed, or is being deployed, in several countries, and initial consideration is being given to establishing cross-border trust. This has identified areas where the initial specification is incomplete or unnecessarily complex, necessitating a revision to ATIS-1000087 to provide a complete set of requirements for use. Specifically, the cross-border procedures defined in ATIS-1000087 have two issues.
First, the published procedures dont describe how a verification service checks the revocation status of a cross-border STI Certificate. The procedures simply say that the cross-border STI-PAs exchange CRLs, without specifying how a verification service would access those CRLs.
Second, ATIS-1000087 mandates that when a SHAKEN cross-border agreement is established, each STI-PA will merge Trusted STI-CA Lists onto its local Trusted STI-CA List. The advantage of this approach is the STI-PA does all the heavy lifting, and Service Provider verification services are not impacted. However, having these merged lists may create a problem if an STI-PA shares its merged list with a cross-border STI-PA, where all such mutual agreements have not yet been established.

WTSC: Wireless Technologies and Systems Committee
- Issue: 0098
- Title: Assessment of Work Efforts for CSRIC Recommendations
- Statement: CSRIC VIII has approved a list of recommendations describing potential enhancements to WEA. Associated estimates for standardization and time-to-field are included; however, these estimates represent the timeline for each potential enhancement when considered in isolation. If more than one of the potential enhancements are pursued, and specifically where standards, development, and deployment efforts have to be performed in parallel, these parallel efforts will impact the timeline estimates provided by CSRIC VIII.
Solution options were discussed which range from minimal impact up to significant impacts to, or even redesign of, the current WEA system. In addition, each potential enhancement involves input from consultation with SMEs, collaboration among the involved stakeholders, studies on social aspects/impacts, or a combination of these.
CSRIC VIII was unable, within the time allowed, to consider and offer recommendations on the organization, prioritization, or ordering, of these efforts, and has asked that ATIS WEA work with AOs and other relevant experts to form these recommendations. This information is viewed as part of the input to the FCCs decision-making process for both which enhancements to pursue and in which order, and achievable standards development and field deployment timing. CSRIC VIII has asked that ATIS complete this exercise within six months.

Definitions
- New Issue: Business, operational, or technical needs that a committee has reached consensus to address.
- Issue in Initial Closure: Issues for which a committee has reached consensus on a proposed resolution. The industry has a 21 calendar day period to review and comment on the consensus resolution developed by the committee. The committee's consensus resolution concludes its work on an issue unless new or substantive information is brought forth. During the 21 day review period, comments on a consensus resolution may be provided to the committee contact and committee leaders.
- Issue in Initial Pending: Issues previously in Initial Closure for which new and substantive information impacting the consensus resolution has been received. An issue may also be in Initial Pending if output that may impact the consensus resolution is expected from another industry group, regulatory body or similar organization.
- Issue in Final Closure: Issues for which work is completed and the resolution accepted by the industry.
