Providing uniform cellular coverage to all employees and guests in managed spaces such as sports stadiums, shopping malls, and offices requires deploying dedicated cells to enhance signal strength and overcome indoor coverage limitations. One particular problem is that separate cellular infrastructure from all major wireless service providers must be deployed. Efficiencies could be gained if a single infrastructure was deployed that all wireless providers could use, thus making the in-building system a neutral host for cell coverage, unaligned with any specific provider. This TOPS Council initiative will analyze the technical options for a streamlined solution of this type in the context of the U.S. regulatory environment. The analysis would focus on surveying potential technical solutions and comparative technical trade-offs, rather than providing a business analysis.
